Reclassifying Government Services in the Compound
One of the locations where ambiguity exists around commercial floor space is the Commercial Services (CS) land use district, or compound.
This land use district includes a number of parcels and structures associated with the operational facilities of Parks Canada and the Town of Banff. The review team believes that it would be more appropriate for these properties to be regulated under the Public Service (PS) land use district, and are proposing that these properties be rezoned as part of the Land Use Bylaw review.
What does the Community Plan say?

What does the Build-Out Study say?
"The present inventory is considerably less than assumed by Parks Canada"
Rezoning government services in the Compound
should free up floor space for the CS District.
The review team also believes that the original inventory of commercial floor space likely counted the structures on the Parks Canada and Town of Banff lots as commercial floor space, given their location within a commercial land use district. As these building’s primary role is to provide government services and not to act as commercial enterprises, the review team is recommending the square footage contained within these structures be returned to the commercial development allotment pool, albeit with a restriction on dispensing them to properties within the CS district.
