2010 Property Assessments
The Town’s assessor, Frank Watson, gave a presentation on 2010 property assessments. Highlights include:
There is a 16% overall assessment decrease (from $2.3 billion in 2009 to $1.9 billion in 2010). This is the first time there has been an assessment reduction since municipalities began basing commercial assessments on income in 2005.
There is a 6% decrease in residential property assessments (from $1.21 billion in 2009 to $1.13 billion in 2010).
Assessment values will be used to calculate 2010 property tax. A tax increase of 2.55% was approved by Council.
Council will have an opportunity to review the 4:1 commercial/residential tax split when the mill rate is presented in April.

Wayfinding Update and Recommendations
Tenders received for fabrication & installation of new signage for the townsite exceed the project budget by $623.011. Council considered several options to deal with this, including cutting the amount of signage or completely redesigning the project to use different construction materials. They chose in the end to increase the project budget by adding a 5th year to the project. The year, however, wasn’t identified and will depend on when the dollars become available.

Recreation Centre Renovation and Expansion
The recreation centre projects on budget and the completion date is on schedule. Phase 1, which includes curling rink construction, renovation of the existing rink, and construction of dressing rooms, will be completed by November 1. Users of these facilities have been notified, as the November 1 date is six weeks past the normal opening date of the recreation centre. The overall completion date is March 2011.

2009 Social Survey Results
The Family & Community Support Services team presented the results of their 2009 social survey and reported on their community outreach initiative.

Community Services 2009 Alternate Revenue
In 2009, the Community Services department raised $1.4 million in donations and grants to fund programs and services, as well as the renovation and expansion of the recreation centre.
