Council gave second and third reading to Bylaw 380, a land use bylaw amending bylaw on apartment housing parking. The bylaw incorporates provisions of Policy C122 – Residential Apartment Housing / Off-street Parking and Alternative Transportation Standards – into the land use bylaw. First reading of the bylaw was held on December 19, 2016 and a public hearing was held on January 23, 2017. The bylaw was approved as amended, with an additional provision that for apartment units with three or four bedrooms, the ratio of 0.8 parking stalls per bedroom dwelling would be used. Council also asked for a report in a year’s time with details on projects where Bylaw 380 was applied, updates on parking and census figures, and other relevant information.
Council requested administration return with a report on the upcoming summer parking study and what the increased costs might be to conduct the study in the evening hours. The report is scheduled to be presented in February.
Council requested administration return with a report on car share programs, how municipalities are involved, and steps on how to pursue the idea.
